Richard Fischer
Richard
is the Partner in Charge of the Accounting and Auditing Department of Louis
Plung & Company. He has more
than 20 years of accounting and auditing experience in audits, reviews,
compilations and internal control engagements in the public, private and
governmental sectors. His clients
ranged in size from start up companies to multi-billion dollar
corporations. His extensive industry
experience includes real estate, manufacturing, communication, wholesale
distributors, retail and employee benefits.
Richard joined the firm in 1999, prior to joining Louis Plung &
Company; he worked for two of the “Big Four” accounting firms.
Over
his 20-year career Richard’s experience included designing, testing
and evaluating company’s internal control systems with respect to
their financial reporting systems.
He also designed, tested and evaluated the cost accounting systems
utilized by his manufacturing and communication clients. This testing and evaluation process
consisted of critically reviewing and challenging the components of
overhead as well as the method used for allocating overhead among contracts
or entities. Further Richard
assisted in identifying, developing and reviewing the capitalization of
interest cost for his client’s large discrete projects or build out
of communication networks.
Richard’s experience also included reviewing and assessing his
client’s exposure to liability related to environmental matters,
product liability and workers compensation claims.
Richard
serves the employee benefit industry.
His services include providing financial statement audits, reviews
and compilations. He has also
performed service organization examinations. In addition to providing the traditional
employee benefit plan accounting and audit services, he has worked with his
clients in successfully negotiating with the Department of Labor on matters
related to their plan.
Richard is also
the Technical Review Partner for Louis Plung & Company and in that
capacity he is responsible for ensuring that all financial statements
issued by Louis Plung & Company are in compliance with accounting
principals generally accepted in the United States of America or
governmental accounting principals.
Richard assesses the impact of new accounting and auditing
pronouncements on our clients. He
develops training materials and conducts seminars for our professional
staff and clients on new accounting and auditing pronouncements and on hot
topics related to accounting, auditing and financial reporting.
Richard
is a member of Pennsylvania Institute of Certified Public Accountants and
the American Institute of Certified Public Accountants. He received his Bachelor of Science
degree from Saint Francis University.
